Governmental Fund Statements vs Government-Wide Statements: What Changes?

The same government can report activities using different measurement perspectives. Understand why the statements differ before memorizing reconciliation adjustments.

Governmental funds

Governmental fund statements emphasize current financial resources and near-term financial accountability. They use modified accrual concepts under the applicable accounting framework.

Government-wide statements

Government-wide reporting takes a broader economic-resources view. Think about the assets and obligations belonging to governmental activities overall. The accounting looks more like full accrual.

Capital assets

Governmental funds do not treat long-term capital assets the same way government-wide statements do. At the government-wide level, capital assets and related depreciation matter, creating reconciliation differences.

Long-term debt

Issuing long-term debt can create fund-level activity that is treated differently when converted to government-wide reporting. Ask whether you are using a current-financial-resources perspective or an economic-resources perspective.

Why reconciliation matters

BAR questions may ask you to move from governmental fund results to government-wide governmental activities. Identify long-term economic items missing from the fund perspective, including capital assets, depreciation, long-term debt, and other accrued long-term items.

Proprietary funds

Do not lump every fund into governmental-fund rules. Proprietary funds use an economic-resources measurement focus and accrual basis.

The takeaway

Governmental fund statements focus on near-term financial resources. Government-wide statements focus on the broader economic position.
